After upgrading from jpegoptim-1.2.4 to jpegoptim-1.2.5, running jpegoptim on a file now changes the permissions when not desired.

The tested case is such that files which were set to 644 previously become set to 600 after running jpegoptim. This did not occur in 1.2.4 and no longer occurs after downgrading back to 1.2.4.

Reproducible: Always

Steps to Reproduce:
1. Run jpegoptim with standard settings on a file with 644 permissions
Actual Results:  
jpegoptim changes permissions to 600

Expected Results:  
jpegoptim should not have altered the file permissions. (The permissions of the parent folder are 755 so this should not be an issue.)

This fixed in 1.3.1 upstream ( https://github.com/tjko/jpegoptim/blob/master/README )
Please bump v1.3.0 and 1.3.1 as unstable
