Firefox-bin is installed with LINGUAS="de" settings:

[ebuild   R   ~] www-client/firefox-bin-21.0  USE="startup-notification" LINGUAS="de -af -ak -ar -as -ast -be -bg -bn_BD -bn_IN -br -bs -ca -cs -csb -cy -da -el -en_GB -en_ZA -eo -es_AR -es_CL -es_ES -es_MX -et -eu -fa -fi -fr -fy_NL -ga_IE -gd -gl -gu_IN -he -hi_IN -hr -hu -hy_AM -id -is -it -ja -kk -kn -ko -ku -lg -lt -lv -mai -mk -ml -mr -nb_NO -nl -nn_NO -nso -or -pa_IN -pl -pt_BR -pt_PT -rm -ro -ru -si -sk -sl -son -sq -sr -sv_SE -ta -ta_LK -te -th -tr -uk -vi -zh_CN -zh_TW -zu" 0 kB

While it installs the files:

perikles ~ # ls /opt/firefox/extensions/
langpack-de@firefox.mozilla.org

it does not use them and the interface language is default english.

The new directory to install language packages to is:
/opt/firefox/browser/extensions/

Same problem applies for plugins. The plugins directory used to be:
  /opt/firefox/plugins/
while now should be:
  /opt/firefox/browser/plugins/

There is no revision bump, it has been fixed via eclass, any troubles feel free to reopen.
