The example rule in the bottom is name /etc/udev/rules.d/70-net-name-use-custom.rules but /lib/udev/rules.d/75-net-description.rules sets IMPORT{builtin}="net_id" so 70- won't work

Make it say like 79-net-name-use-custom.rules

18:41 <_AxS_> hm.  So one thing that might be of note for the rules -- apparently the ID_NET_* stuff isn't available unless 
              you IMPORT{builtin}="net_id" , depending on what the # is you use for your custom *.rules file
18:42 <_AxS_> ie, the rules file needs to be between 76 and 79
18:42 <_AxS_> (70-* like in swift's doc won't cut it, looks like)
