When installing Baikal on a system without apache the ebuild fails during install over last line in ebuild "fowners -R apache:apache /etc/${PN}". There is no user and group apache for users running nginx or lighttpd.

Reproducible: Always

Steps to Reproduce:
1. emerge baikal

Actual Results:  
chown: invalid user: ‘apache:apache’
ERROR: www-apps/baikal-0.2.4 failed (install phase):
 *   fowners failed


Expected Results:  
finish install
