Changes in the INSTALL file, minimal

A new version of the package is installed perfectly with the ebuild of 5.0.4 version.
Probably, just need to copy the ebuild with a new name.

I ran the command: 
cp /usr/portage/dev-db/phppgadmin/phppgadmin-5.{0.4,1}.ebuild && \
  ebuild /usr/portage/dev-db/phppgadmin/phppgadmin-5.1.ebuild digest && \
  emerge -vt1 phppgadmin

and all works.
I know it is wrong to do so. I did it to test the health.
