At URL I committed a sys-power/cpufrequtils ebuild featuring a working systemd unit. I moved the init script logic into /usr/libexec/cpufrequtils-change.sh so that it can be reused by the systemd unit without duplicating code.

The overlay is available through layman using: layman -fa systemd-love

Reproducible: Always

I don't have a system with systemd, so feel free to commit it with a revbump.
