i don't see anyway to fix this except ask the people who made the package to take the spaces out of the name.
We can download it, rename it and put it on dev.g.o instead - what I just did. It is portage that is broken here: it should be able to check decoded %xx URL escapes... that way we can have the SRC_URI like this: http://www.kde-look.org/content/files/5972-bluebar%20mixed%20kroller.tar.gz Since this is a trivial fix and since no one bothered to fix it so far, I've taken the liberty to fix it myself. fixed in portage.
