Could you activate the USE flag networking for =dev-scheme/guile-2.0* by default?

Reason:

Agreed.
I revbumped guile-2.0.9 in the lisp overlay with a few other changes.

As seen with Arne on irc (#guile) channel, the bug was about packages in the lisp overlay. I added +networking for both guile-2.0.9 and guile-1.8.8 in the overlay.

Thanks for the report. Closing.
