/var/tmp is for temporary files and programs should not rely on files there persisting indefinitely.  For example, I exclude the contents of /var/tmp from my backups, so if I have to restore from a backup the contents may disappear.

If g-cpan requires this directory to exist before it is run, it should not be in /var/tmp.  If it does not, it should create the directotry itself if necessary and not install it through the package manager (as portage does with /var/tmp/portage).

I suspect this will cause /var/tmp to be deleted if there happens to be nothing else in it and g-cpan is uninstalled, which could really mess up your system.  Luckily, with the default configuration portage leaves some directories there, so this will probably be a rare problem in practice.

Indeed only g-cpan applies keepdir on /var/tmp at the moment.
But AFAIK current version may create it by demand.
So we can improve ebuild a little. I will take it.
