I don't know the real cause, but parts of your system seem to be outdated (glibc, notably), while others are new. Looks like a simple 'emerge -uDN world' might solve the issue. I can compile cairo cleanly on non-hardened x86 and hardened amd64 - both runing latest stable stuff.

In the ideal world yes. If you can figure out which package(s) exactly had to be updated to make this issue go away, it would sure be helpful. But I suppose you don't have that kind of time, unless you have a deeper insight than me into the possible causes of this. It may be worthwhile, though, to try out at least a few of the likely culprits (before you proceed with the '-uDN') - the stuff that's potentially relevant and old. Like glibc - yours is 2-3 y/old.
Disclaimer: note that you may not be able to safely downgrade glibc - in case you upgrade it and then for some reason decide to revert back. The ebuild won't let you and state it's a road to hell. I don't know why and once safely up->downgraded 2.15->2.16->back. Still, there must be a good reason for the warning.
Upgrading glibc and autotools did not help, but suggested "emerge -uDN world" did. I have been relying on "emerge -uav world" for years, thinking that ebuilds will ask for necessary upgrades themselves. Obviously I was wrong. :) Closing this one as invalid, thanks for the assistance and sorry for the noise.
