From the 2011-03-08 council meeting, <http://www.gentoo.org/proj/en/council/meeting-logs/20110308-summary.txt>:

   * Preferring latest EAPI in ebuilds
   This change should encourage developers to migrate their ebuilds to latest
   EAPI version rather than sticking to old EAPIs.
   Devmanual EAPI section will be updated so the new text reads:
   "When writing new ebuilds developers can choose whathever EAPI they think
   is the best. Using the features of the latest EAPI is encouraged."

Apparently, this change was never applied to the text.
