As =sys-apps/systemd-200 provides udev, ist is now a device manager too. As a device manager, it should be added as an RDEPEND in virtual/dev-manager, so the System recognizes it properly. If you try to install "=sys-apps/systemd-200", portage wants to keep "sys-fs/udev" because systemd is not registered as a device manager. And you can't simply remove "sys-fs/udev" as portage wants to have a "virtual/dev-manager".
