As =sys-apps/systemd-200 provides udev, ist is now a device manager too. As a device manager, it should be added as an RDEPEND in virtual/dev-manager, so the System recognizes it properly.

If you try to install "=sys-apps/systemd-200", portage wants to keep "sys-fs/udev" because systemd is not registered as a device manager.
And you can't simply remove "sys-fs/udev" as portage wants to have a "virtual/dev-manager".

Reproducible: Always

Steps to Reproduce:
1. emerge =sys-apps/systemd-200
2. emerge -C sys-fs/udev
3. emerge -avuDN world
Actual Results:  
1. You'll get the following blocker:
[blocks B      ] sys-fs/udev ("sys-fs/udev" is blocking sys-apps/systemd-200)
[blocks B      ] sys-apps/systemd ("sys-apps/systemd" is blocking sys-fs/udev-200)

2. It works, but an important warning appears: !!! 'sys-fs/udev' (virtual/dev-manager) is part of your system profile.

3. Portage wants to install sys-fs/udev again to have a virtual/dev-manager -> Blocker

Expected Results:  
sys-fs/udev should be unmerged automatically and sys-apps/systemd should install without any hassle by being an option for virtual/dev-manager.

sys-apps/systemd is already an option for virtual/dev-manager by virtue of its inclusion in virtual/udev.

sys-fs/udev is being pulled in by something else on your system.
