When running "emerge-webrync", policy updates on SELinux are required for it to succeed. This includes:

- being able to execute portage binaries (portage_exec_t), including portageq.
- reading etc runtime files (/etc/env.d/*)
- reading portage cache file (more specifically /var/lib/portage/world)

Seems that it integrates more and more with portage tools, so going to use portage_domtrans().
