sys-apps/systemd installs the /usr/lib/tmpfiles.d/legacy.conf which includes the line:
d /run/lock/lockdev 0775 root lock -

The start fails with following error:
systemd-tmpfiles[1120]: [/usr/lib64/tmpfiles.d/legacy.conf:26] Unknown group 'lock'
systemd[1]: Failed to start Recreate Volatile Files and Directories.

Reproducible: Always

Steps to Reproduce:
1. install systemd
2. reboot
3. check journal

You must've installed the interim systemd version which had sysvinit enabled by mistake. The legacy.conf file should not exist with the current versions.
