according to http://cgit.freedesktop.org/systemd/systemd/tree/autogen.sh gtk-doc is optional dependency. http://cgit.freedesktop.org/systemd/systemd/tree/README I don't see gobject-introspection too (but I may be wrong) Reproducible: Always
With gtk-doc you are probably correct. I think I added gobject-introspection recently due to users being unable to autoreconf. Could you try running the ebuild with those packages removed and '--nodeps' to see if they are actually not required?
On my system if I remove gtk-doc and gobject-introspection systemd-198-r1 dependecy it systemd builds without problems (and 14 packages less to install :) ) I cannot verify if it works at runtime because right now I'm just thinking about switching to systemd. emerge systemd -pv sys-apps/systemd-198-r1 USE="kmod pam tcpd -acl -audit -cryptsetup -efi -gcrypt -http -lzma -python -qrcode (-selinux) -vanilla -xattr" PYTHON_SINGLE_TARGET="python2_7" PYTHON_TARGETS="python2_7"

This seems to be fixed in >=sys-apps/systemd-201.
