sys-apps/portage-2.2.0_alpha166

Having 'sys-devel/gcc fortran' in /etc/portage/profile/package.use/portage does not seem to have any effect when USE="-fortran" is defined in make.conf.

It could be that somehow the config files installed by crossdev are somehow clashing.

This behavior is expected, because user config overrides the profile (/etc/portage/profile is considered to be part of the profile, while make.conf is considered to be part of the user configuration).

You can use /etc/portage/package.use to override make.conf.
