The Gentoo Handbook (Installation) does not mention that the date and time must be  
set before the installation process is started. 

The Gentoo Linux Install Reference mentions that the date should be set.

One reason why is because emerge-webrsync depends on it.

Another reason is that emerge system - requires it when building

Moving these so we can remove the "Install CD" component from "Gentoo Linux".

I apologize to everyone for this spam, but according to the bugzilla developers,
this is the only reasonable way to do this.
