insmod.static is needed in a number of places, f.ex. when making an initrd
image. However, it's lacking in the modutils-2.4.16-r2 ebuild. I propose the
following cleanup for -r3 or something, attached ebuild follows.. old comments
and cruft removed, added --enable-insmod-static, and *.static symlinks to
insmod.static preserved.

This is how 90% of other distros has done it - for a good reason.

Oh yeah - the /sbin/insmod is still dynamically linked even when
--enable-insmod-static is used. There is a separate /sbin/insmod.static to be
used only when needed.
