Is it OK to stabilize =app-editors/qxmledit-0.8.4 ?

If so, please CC all arches which have stable keywords

for older versions of this package and add STABLEREQ keyword

to the bug.

Stable keywords may be assigned only by Gentoo developers. When you(as a user or Arch Tester) want to say that package follows QA and works well on amd64 you should say: "amd64: ok", "tested on amd64" or something like this...
