I know these are an unlikely pair to have installed together, but the current deps/blockers do not prevent it, and it's definitely possible to stumble upon this.  To reproduce the issue, try (on full ~arch, or with proper p.a_k entries):
emerge -1 =dev-libs/libcdio-paranoia-0.90 && emerge -1 =dev-libs/libcdio-0.83

....
