I'm able to have this work by just marking /usr/lib64/xfce4/notifyd/xfce4-notifyd as bin_t instead of lib_t. This ensures that xfce4-notifyd is launched as whatever user domain you have (which should be the same as all other xfce4 apps) and notify-send works just fine then. Can you confirm that this is sufficient? I'll then add in the context definition in the repo.
