Recent attempts to emerge app-emulation/qemu-9999 fail with:

install: cannot stat ‘TODO’: No such file or directory
!!! dodoc: TODO does not exist
 * ERROR: app-emulation/qemu-9999 failed (install phase):
 *   dodoc failed

Honestly the -9999 ebuild has more issues than just this. Once I get the next stable and ~arch versions set, I'll look at fixing up the -9999 verison.

This is fixed in tree.
