dev-lang/php and likely a long list of other packages that depend on freetype that do not use pkg-config/freetype-config aren't aware of freetype.h changing paths to /usr/lib64/freetype2/include/freetype2/freetype.h from /usr/include/freetype2/freetype.h.

First of all, this has nothing to do with x32, I have no idea from where did you get it. Secondly, it is not freetype being broken but random packages which don't use pkg-config or freetype-config. Thirdly, Diego's running a tinderbox run of rev-deps and we'll use bugs from that run.
