I do have www-plugins/chrome-binary-plugins-9999 installed, but `emerge @live-rebuild` doesn't rebuild it. It is a live package, so I'd expect it to be included in the live-rebuild set.

The @live-rebuild set is based on the ebuild inheriting one of the VCS eclasses. 

In this case, the ebuild is simply calling wget from src_unpack, so there isn't any good way to identify it as a live ebuild.

I've CC-ed the portage devs in case they have any bright ideas, but I think this one is going to end in CANTFIX.

We could use PROPERTIES=live for this, add a src_fetch phase that could be detected via DEFINED_PHASES (see bug 182028), or add a version suffix as proposed in GLEP 54 http://www.gentoo.org/proj/en/glep/glep-0054.html.

Why www-plugins/chrome-binary-plugins doesn't rely on exact same versions as www-client/google-chrome? That would also solve the problem :/

And what about adding a USE "binary-plugins-only" to google-chrome ebuilds? That would drop the block against chromium and let us install google-chrome[binary-plugins-only] with it

The google-chrome ebuild installs stuff in /opt/google/chrome, whereas chrome-binary-plugins installs the same files in /usr/lib/chromium-browser. There is no need for any blocker here.

I don't want to introduce a use flag to have google-chrome drop 95% of its files and move the plugins to a different directory; that just seems too weird.

Your suggestion from comment 5 makes more sense.

The problem of that approach is the referred "lazyness" :/, not sure if would be to hard to bump plugins when bumping google-chrome anyway (I would volunteer, but cannot as I am not able to bump google-chrome stuff fast enough, and doing that "daily" would be impossible to me :S)
