I've committed the two missing logs (thanks to dev-zero for the 20090122 log) and added them to index.xml. Summaries are still missing.

Except for trivial differences (slightly different time stamps, occasional reordering of adjacent messages), they agree with the logs that I've uploaded.
Both logs as well as the summary of the 20090625 meeting have been approved in today's council meeting. So only the summary of the 20090122 meeting is still missing.
Here's my proposal for the missing summary. I plan to commit this right before the next council meeting if there are no objections: Summary: The council discussed potential changes to GLEP 39 and whether prep* functions are part of the public Portage API and as such would belong to EAPI. No votes were taken during the meeting.

While converting the council page to the wiki, I noticed that also the 20080515 meeting is missing.
