We need to have USE=static-libs because this package install '.a' files:

/usr/lib64/libfontconfig.a
/usr/lib64/libfontconfig.la
/usr/lib64/libfontconfig.so
/usr/lib64/libfontconfig.so.1
/usr/lib64/libfontconfig.so.1.4.4
/usr/lib64/pkgconfig/fontconfig.pc
