On my system I use FEATURES="buildsyspkg" to automate routine of creating backups of system packages. Not long ago for some tests I've needed to downgrade dev-libs/libpcre. The attemp failed, after that I've fing my system broken (including inoperable portage). While repareing system I've find that package of sys-apps/grep was created. But inoperable, because of USE "pcre" by default is enabled, but dev-libs/libpcre broken/missed while downgrade. To fix this issue buildsyspkg is to build not only packages for system set, but also for their USE-manages dependencies. I.e. (in current example): For default configuration sys-apps/grep (pcre USE enables) buildsyspkg list should contain both sys-apps/grep and dev-libs/libpcre. You may be interested in FEATURES="unmerge-backup". Rather than USE dependencies, it might make more sense to pay attention to EAPI 5 slot-operator dependencies: http://wiki.gentoo.org/wiki/Sub-slots_and_Slot-Operators

Do provide it, this feature is to build packages not only for atoms in system set, but also for their installed dependencies, not listed in system set. Am I clear enough?

Yes, I see. We already use a dependency graph while merging packages, in order to handle the system set specially for things like bug #256616. We can use this graph to implement your request. Since the --complete-graph-if-new-ver option is enabled by default, the graph will automatically contain all system packages whenever the version of an installed package changes.
It's also conceivable that we could use the data from /var/db/pkg/*/*/NEEDED.ELF.2 to identify the ELF dependencies, like we do for FEATURES=preserve-libs.
