net-misc/asterisk-11.2.0 ebuild forcibly disables h323 and refers to Gentoo bug #360143. However, this bug report only refers to misdn. There's no mention of h323.

ebuild should either re-enable h323 (as a USE flag) or explain why it's forcibly disabled.

Provide the changes to make it work on the Asterisk side and provide an updated openh323 ebuild that actually compiles. If you do, feel free to reopen. If not, then here is your explanation.
