Like for all 99% of gnome libraries, the "35" odd minor version indicates that this is an unstable development release. It belongs to the gnome overlay with the rest of gnome-3.7 stuff, not in the main portage tree.

gobject-introspection-common-1.36 will be added to the main portage tree only after gnome-3.8 is officially released.
