Looks like typo, if not, please add comment to ebuild:
        emake DESTDIR="${D}" install \
-                sepermitlockdir="${EPREFIX}/var/run/sepermit" || die "make install failed"
+                sepermitlockdir="${EPREFIX}/var//sepermit"
