- This ebuild is misleading newbies to Gentoo in thinking it is required.
- This ebuild is misleading newbies to Gentoo in thinking it provides extra distribution compatibility.
- This ebuild is misleading newbies to Gentoo in thinking it provides extra security.
- This ebuild on the contrary doesn't catch up with upstream releases
- This ebuild on the contrary doesn't catch up with upstream advice:
G.K-H: "You must upgrade" 
- This ebuild essentially only provides fbcondecor, which sucks

The only use is for experienced Linux users who might run a console only system. These guys are able to patch their linux source with a decor icon for themself.

Purging an ebuild that is used by the majority; indeed, not going to happen.

Let me elaborate on your assumptions...

Where does it officially list that this package is required? If you do see it listed that way on a Gentoo domain (*.gentoo.org) somewhere you could report that in a bug. If you feel like this is misleading to new people you could also file a bug to have the documentation about the kernel installation improved.

http://www.kernel.org/ lists 3.7.4, last version in Portage tree is 3.7.4 and follows the stabilization approach just like any other package in the Portage tree.

Newer versions of this package are introduced on your system through a sync and world upgrade.

Whatever... That's a personal opinion. It is optional for a reason.

It imposes no such thing, the kernel has nothing to do with that anyway.

Just because you can install a kernel doesn't mean you know anything about its code and how to patch it; and if you would know that, you can patch the kernel regardless of where it came from so this isn't specific to a certain kernel sources ebuild.

People that don't know what the kernel is will want a stable default, people who do know what the kernel is will make an educated choice sooner or later anyway. There's still a world of difference between following instructions and understanding something inside out. The latter don't belong to an installation guide, it's already long enough as-is...
