This has nothing to do with openrc. It's a feature of your filesystem driver that you can switch off doing `tune2fs -c 0': OPTIONS -c max-mount-counts Adjust the number of mounts after which the filesystem will be checked by e2fsck(8). If max-mount-counts is 0 or -1, the number of times the filesystem is mounted will be disregarded by e2fsck(8) and the kernel.
0.11.8 doesn't run e2fsck unlike 0.9.8.4, which is bug
It was caused by using /dev/root in /dev/fstab * Checking local filesystems ... fsck.ext4: No such file or directory while trying to open /dev/root Possibly non-existent device? * Operational error [ !! ] after change from /dev/root to /dev/real_device filesystem check works

you have to specify the real device in /etc/fstab and not /dev/root
