net-analyzer/netio-1.31: fetch fails for the 1.31 release, apparently it is not available anymore on the upstream server.

So we can't mirror them and upstream removes the older versions from public access. I have removed the older stable ebuilds now in favour of bumping the one unstable version. 1.32 is the only version left. Thanks for reporting!
