I don't have the time to debug this, so I've just masked the ebuild. Feel free to provide some insight if you know what is happening.
Hmm. Testing it in qemu -nographic, it seems to boot most of the way, but the serial console service times out. [ TIME ] Timed out waiting for device dev-ttyS0.device. [DEPEND] Dependency failed for Serial Getty on ttyS0.
Seems we don't install the 99-systemd.rules file.

(In reply to comment #3) I am able to successfully boot once I install that file in /lib/udev/rules.d.
Additionally, systemd-197 installs some other udev rules in /usr/lib/udev/rules.d. These need to be moved to /lib/udev/rules.d since udev-197-r3 ignores the former.
