Can you please attach the full build log as well as the config.log?
The only thing that is "jacked up" here is sys-libs/libcap. Please either remerge the broken library, or unset the "caps" USE-flag for Asterisk so that it stops looking. Either way works for me. This is not a bug in the Asterisk ebuild.

It would be wise if you tried again, and followed the secondary option I provided. Unset USE="caps" for Asterisk, so that it stops looking for your broken libcap installation. You could consider adding "-march=native" to your CFLAGS, as that is likely how you are managing to install broken binaries in the first place.
We were troubleshooting this with the reporter on #gentoo; the reporter was accidentally using the experimental x32 stage3 and has since switched to plain amd64, because he had downloaded the wrong stage3 file by accident.
That would do it. Worth filing a bug for libcap if there is a known x32 patch perhaps?
