It requires sys-apps/texinfo-4.14 as it uses newer features (see below).

Moreover, seems emacs ebuild lacks dependency on texinfo altogether.

As far as I can see, texinfo-4.14 isn't even released yet. Since a solution is already available, let Emacs upstream take care of it.
