I tested and found out that 'touch' does change the date and time of a file

nautilus was configured, but make entered into an infinite loop

Expected Results:  
nautilus should have emerged

nautilus is not a very fun game.

Recompiling the whole system (meaning "emerge world -e") fixed the underlying problem.
