libksba-0.9.4 needs dev-libs/libgpg-error

Reproducible: Always
Steps to Reproduce:
1.emerge unmerge libgpg-error
2.emerge -u libksba

Actual Results:  
checking for gpg-error-config... no 
checking for GPG Error - version >= 0.6... no 
configure: error: libgpg-error is needed. 
                See ftp://ftp.gnupg.org/gcrypt/libgpg-error/ .
