Bug 44717 – desklet-starterbar 0.30 Version bump and fix

Version bump to 0.30, it also has a smal fix for gentoo because LANG is not set on most systems.  this is a common problem from the forums: http://gnomesupport.org/forums/viewtopic.php?t=5735 .  i talked to the autor and fixed it,  the fix is included in the ebuild.

i also added the new dependancy "pyxdg"  and "sed" for the fix

I used the first ebuild and it worked fine.  I did have to install the starterbar sensor manually before starterbar would load though.

That doesn't look like a conclusive solution in the gnome-support forum. I've added starterbar-0.30 to portage. Let's see if we have problems with it.

I've updated to version 0.30, if you have problems please report.
