Please stabilize *znc-0.206 (29 May 2012)

I'm all for stabilizing znc-1.0-r1.

Only difference with 1.0 is the 
/etc/znc -> /var/lib/znc move in system-wide-config mode

I just added this ebuild today tho, so I'll give it a few days before adding arches :)

Among other fixes and changes, the 1.0-r1 ebuild introduces the "daemom" USE flag that installs init.d/conf.d files that run znc as a system-wide service.

Builds and runs fine on x86. Please mark stable for x86.
