crda does install one udev rule but does not really need udev to work. It can work with mdev too. There should be udev useflag forcing udev and installing rule. Reproducible: Always
I can confirm that as I've been modifying the last three crda ebuilds to elimnate the udev dependency for my own mdev based system.
Shouldn't it at least depend on virtual/udev?
No, there is also virtual/dev-manager but still, it should be optional dep.
