crda does install one udev rule but does not really need udev to work. It can work with mdev too. There should be udev useflag forcing udev and installing rule.

I can confirm that as I've been modifying the last three crda ebuilds to elimnate the udev dependency for my own mdev based system.

Shouldn't it at least depend on virtual/udev?

No, there is also virtual/dev-manager but still, it should be optional dep.

Agreed, but still it should optionally depend on some suitable virtual.
