Because the v8cgi doesn’t use scons-utils, it can’t handle MAKEOPTS=-j.

usage: scons [OPTION] [TARGET] ...

SCons error: option -j: invalid integer value: '--implicit-deps-unchanged'

That ebuild could be simplified with some application of the use_scons function as well.
