Is it OK to stabilize =app-arch/libpar2-0.2.1 ?

If so, please CC all arches which have stable keywords

for older versions of this package and add STABLEREQ keyword

to the bug.

Archtested on x86: Everything OK.
- Package compiles without errors.
- nzbget successfully compiles against libpar2.
- Repoman reports no warnings.
- Verified library functionality through runtime testing of nzbget, no discrepancies found.
