The following messages:

        elog "Users upgrading from 4.0 series should pay attention to removal"

Should only be displayed when upgrading from a version <5.0.
It's possible to check whether this is the case using the variable REPLACING_VERSIONS. Note that the variable is empty if this is not an upgrade, and in that case the message should not be shown.

This bug is no longer relevant since we do not display these messages
any longer.
