Ruby 1.9 / Rails 3 is supposedly supported.

Not sure if the tests pass.

Tests needs to pass for the whole dependency chain, and this is what is holding this up. net-sftp fails tests on ruby19 (and currently also on ruby18, it seems). I filed a bug upstream a month ago, but so far no response at all...

This finally got fixed with capistrano 2.13.5 that has been added to the tree a few weeks ago.
