In jit.xml distribuled in the net-im/jit-1.1.6-r1 <user_count_file> use relative path. When jit starts file session_count.log is created in CWD. So if I restart jabberd from root's dir it cannot be created. I suggest change default value to something like this:
<user_count_file>/var/spool/jabber/icq.localhost/session_count.log</user_count_file>
