For what it's worth, I would have to disagree. The texts you quoted might be confusing, but they do clearly state what you can do on the current _forum_, not on the current thread. And what comes to usability problems on phpbb giving unnecessary information everywhere, it's phpbb's feature-not-bug ;) You might also want to try reporting it to phpbb-team themselves at http://www.phpbb.com/bugs/, if it hasn't been done yet.
