since the /root dir is pre-ready for the user, it needs to have the .* files from /etc/skel in it already and included in the stage tarballs.

this was discussed on the gentoo-dev ml and we came to a conclusion that although this would be useful, it could cause problems with root not being able to login if any of the skel files got corrupted.
