After emerging g-octave, I see:
 * To be able to use g-octave with the shipped package database, please
 * edit your configuration file, clean your db directory and run:
 *     emerge --config =g-octave-0.4.1-r2
 * 
 * If you are upgrading from =g-octave-0.3, please read this:
 * http://doc.g-octave.org/0.4.1/upgrading/#from-0-3-to-0-4

However, g-octave.org does not exist.

This is in progress. g-octave.org is back online. next step: fix ebuilds.
