I don't know any easy way to quickly remove sections of a scene without deleting them.  With .pov file in a plain text editor, I can comment out the parts that I don't want to render, and quicly add them back by removing the /* and */

Reproducible: Always
Steps to Reproduce:
1. Make a scene
2. Try to render it without some structure that is in the scene
3. Try to add that structure back with as little effort as possible

Actual Results:  
I could probably "cut" the parts, paste them into a text editor, and later use
"copy" and "paste" to add them back.

Expected Results:  
When I click the RMB on any object in the object tree (with the exception of
maybe "global settings"), I could have a choice to "Comment out" and later
"Uncomment" the object.  This could be refined to allow multiple "global
settings", "global photons" and "global radiosity".  More than anything else,
I've been looking for a quick and consistent way to comment out, or momentarily
disable radiosity or photons without deleting the settings object.

Have you tried the export flag?
 
 At the bottom of ( nearly ) all objects is a tick box called. export. When unchecked the object will no longer be either exported or rendered. To add it back simply re-check the box.
